In Kansas, Providence provides non-emergency medical transportation services (NEMT) through its wholly owned subsidiary, LogistiCare. LogistiCare has been managing NEMT and other social service transportation programs for government agencies and managed care organization (MCOs) since 1989. LogistiCare currently is the nation’s largest and most experienced manager of Medicaid NEMT programs for state governments and MCOs, providing over 17 million NEMT trips annually in 36 states and the District of Columbia. LogistiCare has also managed other types of human service transportation programs such as ADA paratransit, school transportation, commercial ambulance, and elderly dial-a-ride services.

LogistiCare pioneered what is known as the “brokerage” model for delivering transportation services. Under the brokerage model, the funding entity outsources the management of their transportation benefit to a professional transportation management company, usually under a full-risk capitated financial arrangement. The management company (or “broker”) takes complete responsibility for the authorization of service requests and the delivery of eligible services. The broker delivers services through a contracted network of properly credentialed transportation providers offering the full range of needed service types from public transit, to liver, to wheelchair, to ambulance, to air transport. The broker pays all transportation provider claims, ensures the availability and quality of required services, resolves all service issues, and provides comprehensive program reports back to the funding client. LogistiCare’s consistent record of cost saving and service quality has been instrumental in the increasing adoption of the NEMT broker model by state Medicaid agencies and MCOs throughout the country.
To support its nationwide NEMT operations, LogistiCare has created a network of 11 call centers that ensure efficient access to transportation reservations services. These centers provide 24x7 service, eligibility reviews, reservations and scheduling, call recording and performance accountability, and special access services for the hearing-impaired and persons with limited English language proficiency.
LogistiCare also developed the first software system specifically for the management of NEMT brokerage operations. This innovative system, LogistiCAD, integrates in one application all aspects of NEMT operations including provider credentials, reservations, client information, trip assignment and routing, trip outcomes, payment, and complaint response. Geographic information incorporated into the systems enables trip distances to be automatically calculated and addresses to be easily verified. Robust reporting capabilities allow great flexibility in the analysis of program data.
